2、企业全面预算管理的关于企业实行预算管理的指导意见；2010年5月，财政部在颁布的企业内部控制应用指引第15号一一全面预算中，对全面预算管理的定义给出解释，其称全面预算管理是对企业一定生产经营活动期间的各种经营活动、财务活动、投资活动做出的预算安排。2011年，国资委针对央企下发关于进一步深化中央企业全面预算管理工作的通知，进一步强调了全面预算管理对企业发展的重要性。在现代信息化条件下，现代信息技术的广泛应用给企业的全面预算管理带来革命性变革，原木需要部门配合，在部门间传递的数据可以通过信息系统快速，便捷的实现，许多需要手工填制的表格，在信息系统中可以自动生成，实现无纸化办公省去了许多人力、物力

3、、财力。然而伴随着信息技术的应用带来的高度信息化也对企业实施科学的预算管理体系提出了更高的要求。全面预算管理囊括企业生产经营管理的各个方面、各个环节，是一个大的系统工程,其编制程序复杂，涉及部门广，业务数据多、细，勾稽关系复杂。在我国，各大央企在国家监管要求及自身发展需要的基础上实施全面预算管理。但是，在全面预算管理实施的过程中存在诸多问题。第一、有些企业被动实施全面预算管理，仅仅是为了应对监管机构对企业实施全面预算管理的硬性要求，没有将全面预算管理与企业生产经营管理需要，与企业日常的经营管理相结合。II第二、大部分企业对信息化与全面预算管理之间的关系缺乏正确的认识，没有正确理解信息化环境下的

4、全面预算管理。第三、传统的预算管理手段无法满足信息化环境下的企业全面预算管理的需要，企业的内部控制制度无法有效执行，没有真正在企业落地生根。第四、缺少实施科学全面预算管理的企业文化。本文以D电力公司为例，分析了 D电力公司全面预算管理实施历程，着重介绍了 ERP环境下全面预算管理的实施现状，结合D电力公司的具体情况，分析了 ERP的优势、给企业经营管理带来的变革，同时指出现阶段D电力公司全面预算管理 实际存在的问题，并尝试提出可行性的建议。虽然全面预算管理的管理理念与方法在我国己经实施多年，但是因为我国市场 经济引入全面预算管理相对较晚，企业管理理念及技术手段相对滞后，至今仍然有许多企业还没有

5、实施真正科学意义上的全面预算管理。本文旨在通过分析G公司全面预算管理存在的问题，并尝试提出解决建议，以企D公司的全面预算管理让真正意义上的科学的全面预算管理在企业落地。同时，给其他的已经在实施全面预算管理，或准备实施全面预算管理的企业一些借鉴。本文内容分六个章节：第一章，绪论。本部分介绍了文章写作的背景、论题研究的目的和意义、及本文所采用的研究方法思路和内容。第二章，相关理论基础。该部分论述了国内外关于全面预算管理研究的最新进展，全面预算管理理论，为文章主体论文的案例分析研究提供理论参考，为文章提供理论基础。第三章，D电力公司预算管理现状与分析。本部分介绍了 D电力公司全面预算管理相关情况，详
