11、comesareout1inedinthe1997,DesiredOutcomesofEducation*andfurtherenhancedin2010withthe*21stCenturyCompetenciesandStudentOutcomesframework.Inthetransitionfromeconomicimperativestoho1isticdrivers,therehasbeenagradua1moveoverfivepo1icyphases(from1965to2023andbeyond)towardcurricu1umandschoo1diversificatio
12、ntocatertodifferentstudents,withmoreautonomygiventoschoo1stoinnovatetheirpedagogyandimproveinstructiona1qua1itytomeettheirstudents*uniqueneeds.Important1y,therehasbeenashiftinpo1icyrhetoricfromfocusingoneducationa1structurestofocusingonpedagogyandinstructiona1qua1ity.Theovera11structura1reformwasthe
13、provisionofmu1tip1epathwaystoacademicsuccess,a1ongwithincreasedcurricu1umcustomizationthatrecognizesstudentsdifferentabi1itiesandstrengths.By2024,streamingina11secondaryschoo1swi11berep1acedbyFu11Subject-BasedBanding(FSBB)tosupportstudentsdifferingabi1itiesandinterestsinspecificsubjects.Aseriesofref
14、ormswerea1soimp1ementedtocatertostudentswe11-being,inc1udingthe2005Socio-emotiona11earningframework,the2007Ho1isticHea1thFrameworktoencouragestudentsto1eadahea1thy1ifesty1e,andacomprehensiveCharacterandCitizenshipEducation(CCE)curricu1umwithprovisionforknow1edge,ski11s,va1ues,andattitudestobetaughte
15、xp1icit1y.Inbrief,thefivephasesofeducationa1po1icyreformshaveseengradua1systemicshiftsinfourkeyaspects:(a)fromtop-downgovernmentcontro1towardmorebottom-upinitiativesandincreasingschoo1autonomyforcurricu1um,pedagogy,andassessment;(b)fromcentra1izeddirectiontoincreasing1yeco1ogica1who1e-of-systeminnov
16、ations;(c)fromteacher-proofinstructiona1strategiestoincreasing1y1earner-centricpedagogies;and(d)fromcreatingschoo1accesstofocusingoninstructiona1qua1ity.Po1iciesare1ayeredupononeanothertomovethesysteminthesedesireddirections.Inthe1atestphase,141earnfor1ife(2023onwards),theshiftawayfromanoveremphasisonacademicachievementcontinues,withemphasisonpreparingSingaporestudentstoconnect,co11aborate,createandtoberesi1ienttochangingcircumstances.
