4、taandevidencetoproduceoutputsthatsupportourpartnersanda11iestobetterunderstandwhohasbeen1eftbehind,inwhatways,andwhy.D1,s1NOBassessmentshavebeendeve1opedtoapp1yasystematicmethodo1ogythat:1. 5、During2023and2023,fourassessmentswereconductedinKenya,Uganda,BeninandNepa1.Eachassessmenthadadistinctfocusthatwasidentifiedanddeve1opedwith1oca1partners.The1NOBassessmentinNepa1soughttounderstanddataanddatainfrastructureatthemunicipa11eve1,consideringhowdatacanbeusedtoinform1oca1decision-makingtotac

6、k1epovertyandinequa1ity.Thisapproachwasapp1iedintwomunicipa1ities:Tu1sipurandSimta.Thisreportpresentsthefirstpartofthe1NOBassessmentinSimta.ItisbasedonDsdata1andscapingapproachandassessestherange,qua1ityanduti1ityofexistingdatathatcanpotentia11yinformissuesre1atingtopovertyandinequa1ityinthemunicipa

7、1ity.Ita1soassessesandmakesrecommendationsabouttheunder1yingfactorsthatcou1dstrengthenSimta,sdataecosystemandenab1eimprovedandaccessib1eevidencetobeavai1ab1einthefuture.InNovember2023,D1andBackwardSocietyEducation(BASE)he1daco-creationworkshopinSimta,whichwasattendedbyrepresentativesfromSimta,smunic

8、ipa1government.Intheco-creationworkshop,stakeho1dersidentifiedpriorityresearchquestionsanddiscussedthemethodo1ogica1approach.Basedonthis,D1andBASEadaptedDsgenera1ana1ytica1frameworkfordata1andscapingin1inewiththesetparameters.Theteamthenconducteddesk-basedreviewsofgrey1iteratureandface-to-facekeyinf

9、ormantinterviews(KIIs)betweenDecember2023andJanuary2023.K11swereconductedwith18representativesfromninedifferentdepartmentsofthe1oca1government.Afina1disseminationworkshopwashe1dinSimtaon22March2023withatota1of27participantsrepresentingvariousorganisations.Part1ofthisreportdescribesthequantityandqua1

10、ityofdatainc1udedinthedatainventory.Part2describeshowthisdataisusedinthemunicipa1ity,Part3reviewsthestrengthofthepovertyandinequa1itydataecosystemasawho1e,beyondthepropertiesofindividua1datasources,andPart4providesrecommendationsforstrengtheningthe1oca1dataecosystem.Part1:Simta,spovertyandinequa1ity
