13、措施以在截止日期1992年12月31日前有效建立境内市场；该境内市场应不存在内部边界以保证商品，人员，服务与资本能够自由流淌；鉴于：为完全实现单一市场有必要使用一致性原则；鉴于：EEC型式认证程序，根据理事会1985年5月7日关于技术协调及标准化的决议精神，进行修订。而在此过程中仍需遵循一致性原则；鉴于：各成员国对安全玻璃的要求存在差异，因而各成员国须使用一相同规范补充或者取代原行规范，以使1970年2月6日理事会70/156/EEC指令（最后修订于87/403/EEC指令）中关于机动车辆及挂车的型式认证程序得以实施。鉴于：任何有关安全玻璃的法规不仅应对玻璃结构有所要求，还应对其在机动车辆上的

14、安装有所规范。鉴于：通过安全玻璃组件型式认证致化程序，各成员国能够对符合基本要求的产品进行认证，并通过递交组件型式认证证明的复印件通知其他各成员国：但是，附有EEC组件型式认证标识级标示，该类型安全玻璃在其他成员国同意的测试结果不再具有效力。鉴于：因很可能须经受猛烈冲击且很容易造成人身伤害，挡风玻璃的安全性比其他类型玻璃的安全性更为重要；但各成员国的法律间存在不致，对贸易形成阻碍，因而解决方案不仅须考虑道路交通安全要求，还应考虑一致性。(,)OJNoC95,1990年4月12日，第1页.C)OJN。C284,1990年1月12日第80页与1992年2月12日决定(公报中尚未发表.(,)OJNo
