1、省直管县体制论文：省直管县体制背景下县级政府决策制度化建设研究【中文摘要】省直管县体制改革实施后所带来的推动地域经济发展的积极效应使这种管理体制获得了社会领域、经济领域以及学界的普遍认可,但任何一种管理体制的革新都难以避免地会引发各种各样的潜在问题。省直管县体制改革的实施使得县级政府权力扩大、决策环境发生变化、应对各种经济社会事务时也有了更大的灵活性,但扩权后的县级政府能否秉持执政为民的服务理念,关心人民的福祉,尤其是在决策过程中能否有效避免决策失误、权力滥用、盲目逐利求绩等问题将直接影响到省直管县体制改革的实际效果。在实施省直管县体制改革之后,省、市、县三级政府之间的关系发生了相应的变化,县

2、与县之间的关系变得更为复杂,县级政府在决策中要应对和处理的问题也相应的增多,如:如何科学衔接县级政府决策与省级政府的政策规定;如何处理在决策过程中可能出现的与地级市的潜在矛盾以及县级政府之间如何缓解因区域竞争而引发的摩擦,协调区域发展等问题都是在实施省直管县体制改革后县级政府首先应重视、预防和解决的。古典经济学中关于理性“经济人”的假设认为人是理想的自利主义者,其行为的动机是追求自身效用最大化。在这种理论的支配下,政府以及政府官员在决策过程中同样也不可避免地反映出理性“经济人”的特征,县级政府官员也具有自身的利益目标、价值偏好,其中不仅包括其本身应当追求的公共利益,也包括小团体利益甚或一己私利

3、,因此难以否认决策权有被少数利益群体滥用的可能。故而需要用制度这种带有强制性的,外在的秩序、规则、机制、模式等来对县级政府的决策行为加以规范和制约。但是县级政府决策制度化建设不应是盲,其是提升县级政府的决策水平,所以需遵循精简、效能;协调、统一;促进民主,彰显科学等原则。通过完善县级政府决策机制、建立科学的政府决策制度、健全县级政府行政法律制度以及采用科学的县级政府绩效评估制度等,充分发挥出制度克服县级政府决策主体单一、决策系统不完善、决策透明度不高等决策困境的重要作用,同时通过制度来引导县级政府民主决策、科学决策、和谐决策,避免县与市、县与县之间因争夺资源而展开的恶性竞争,更快更好地推动县域

This reform makes counties government more flexible to expending the power of county government excisions-making, changing the environment of decision-making and dealing with all kinds of social and economic affairs.
