4、ortourpartnersanda11iestobetterunderstandwhohasbeen1eftbehind,inwhatways,andwhy.Ds1NOBassessmentshavebeendeve1opedtoapp1yasystematicmethodo1ogythat:1. Identifiesandreviewsre1evantexistingdata.2. Ana1ysesexistingdatatoanswera1oca11yre1evantandtargetedpo1icyquestion.During2023and2023,fourassessmentswe
5、reconductedinKenya,Uganda,BeninandNepa1.Eachassessmenthadadistinctfocusthatwasidentifiedanddeve1opedwith1oca1partners.The1NOBassessmentinNepa1soughttounderstanddataanddatainfrastructureatthemunicipa11eve1,consideringhowdatacanbeusedtoinform1oca1decision-makingtoreducepovertyandinequa1ity.Thisapproac
6、hwasapp1iedintwomunicipa1ities:Tu1sipurandSimta.Thisreportpresentsthefirstpartofthe1NOBassessmentinTu1sipur.ItisbasedonDsdata1andscapingapproachandassessestherange,qua1ityanduti1ityofexistingdatathatcanpotentia11yinformissuesre1atingtopovertyandinequa1ityinthemunicipa1ity.Ita1soassessesandmakesrecom
7、mendationsabouttheunder1yingfactorsthatcou1dstrengthenTu1sipur,sdataecosystemandenab1eimprovedandaccessib1eevidencetobeavai1ab1einthefuture.InNovember2023,D1andBackwardSocietyEducation(BASE)he1daco-creationworkshopinTu1sipur.ThiswasattendedbyrepresentativesfromTu1sipur,smunicipa1government,theAsiaFo
8、undation,theSewaFoundation,theNGOFederationofNepa1,DidiGharandApanagaSamhua.Intheco-creationworkshop,stakeho1dersidentifiedpriorityresearchquestionsanddiscussedthemethodo1ogica1approach.Basedonthis,D1andBASEadaptedDsgenera1ana1ytica1frameworkfordata1andscapingin1inewiththesetparameters.Theteamthenco
9、nducteddesk-basedreviewsofgrey1iteratureandface-to-facekeyinformantinterviews(KIIs)betweenDecember2023andJanuary2023.K11swereconductedwith10actorsfrom10differentdepartmentsofthe1oca1government.Afina1disseminationworkshopwashe1dinTu1sipuron20March2023,withatota1of34participantsrepresentingvariousorga
10、nisations.Part1ofthisreportdescribesthequantityandqua1ityofdatainc1udedinthedatainventory.Part2describeshowthisdataisusedinthemunicipa1ity.Part3reviewsthestrengthofthepovertyandinequa1itydataecosystemasawho1e,beyondthepropertiesofindividua1datasources,andPart4providesrecommendationsforstrengtheningt
