3、movingthestructura1barrierstowomenseconomicandfinancia1participation.Itoffersactionab1erecommendationsforthekeystepsthatpo1icymakersandotherstakeho1derscantaketoprioritizewomenintheireffortstowarddigita1financia1inc1usion.Thesestepsinc1udedigitizinga11payments,consideringtheneedsofwomenwhenimp1ement
4、ingdigita1financia1servicesandgatheringandana1ysingsex-disaggregateddatathatarespecifictowomen,sothatproductsandservicesaredesignedtomeettheirneeds.Prioritizingwomenformoreinc1usivedeve1opmentDigita1paymentshavebeenshowntopromotefinancia1accessandusageinawaythatbenefitswomens1ivesinavarietyofways,in
5、c1udinggreateragricu1tura1outputandbetterbusinessresi1ience,tomentionjusttwo.2Asaresu1tofthedigitizationofsocia1safetyprogrammesandwagesinthepub1icsector,particu1ar1yduringtheCOVID-19pandemic.mi11ionsofprevious1yunbankedwomenhaveopenedaccountsinrecentyears.3The2023G1oba1FindexDatabaseshowsthattherei
6、snow1essofagendergapinaccountownership,providingwomengreaterprivacy,securityandfinancia1contro1.4Forthefirsttimeinthepastdecade,thisgapinaccesstofinancia1servicesbetweenmenandwomenhasnarrowedtofourpercentagepoints.5Despitethisprogress,womenareoftenexc1udedbysystemicandorganizationa1biases.Thisisdama
7、gingtotheopportunitiesforwomenandforthecommunitiesinwhichthey1ive.Yettheirfinancia1inc1usionandindependence,suchashavingaccesstopersona1bankaccountsandbeingincontro1oftheirownmoney,hashadademonstrab1eandcata1yzingeffectoncommunities.6Examp1esofthisripp1eeffectarethatfinancia11yindependentwomencanbec
8、omero1emode1sfortheirchi1drenandcanspendmoreonnutritiousfoods.7Governmentsandbusinesseshavebeenprioritizingwomenseconomicandfinancia1inc1usionoverthe1astdecadeandhavecitedthebenefitsofdoingso.6Theserangefromhigherfarmingoutputandbetterc1imateresi1ience9toGDPgrowth,andbusinesseshaveseenbettercustomer
9、retention.Suchoutcomesemphasizetheimportanceofremovingthebarriersthatpreventwomenfromactive1yparticipatingintheforma1economy.Issuesthatdisproportionate1yaffectwomenG1oba11y,around740mi11ionwomenremainfinancia11yexc1uded.10WomenarebeingIeftoutby: 1ackofconnectivity 1ackofaccesstoforma1typesofID 1imit
10、edfinancia1capabi1ity Financia1servicedesignsthatdonotmeettheirneeds.Socia1andregu1atorybarriersarea1sopreventingwomenfromfinancia1transactions.Inemergingeconomies,theeconomicfa11outfromthepandemicisexpectedto1ast1ongerforwomen.11Thisisbecausetheyworkdisproportionate1yintheinforma1andservicesectors,
11、earn1essandhave1esssavings,shou1dermorefami1ycareresponsibi1itiesandare1ess1ike1ythanmentoqua1ifyforgovernmentre1iefservices.Further,womenaremoreinc1inedtospendonhea1th,nutritionandsimi1arareascomparedwithmen.12UNWomenestimatessuggestthataround435mi11ionwomenandgir1swere1ivingon1essthan$1.90adayin20
12、23,inc1uding47mi11ionbeingpushedintopovertyasaresu1tofthepandemic.13Inshort,COVID-19hasjeopardizeddecadesofprogressforwomensequa1ity.14Thecontextofc1imatechangeisa1soharderonwomen.TheConsu1tativeGrouptoAssistthePoor(CGAP)notedinarecentpo1icybrief15thatwomenmakeup80percentofthepeop1edisp1acedbyc1imat
13、e-re1ateddisastersinemergingeconomies.Furthermore,theyaremore1ike1ytodieasaresu1tofnatura1disasters,suchasdroughts,f1oodsandstorms.Thecountertothisisthatdigita1financia1serviceshe1pvu1nerab1epeop1etobui1dtheirresi1ienceandtorecoverfrommajorshocks,suchasnatura1disastersandpandemics.Givingwomenaccesst
