1、进进口口粮粮食食植植物物检检疫疫要要求求（截至2023年1月1日）序号产品原产国家或地区产品要求证书要求1玉米阿根廷非种用的玉米籽实，学名Zeamays L.，英文名 Maize、Corn。出出口口前前，阿阿方方必必须须对对输输华华玉玉米米进进行行检检验验检检疫疫。对对符符合合议议定定书书要要求求的的玉玉米米，出出具具植植物物检检疫疫证证书书，并并在在附附加加声声明明栏栏中中注注明明：“The consignment is in compliance with requirementsdescribed in the Protocol of Phytosanitary Requirements

2、 forthe Export of maize from Argentina to China and is free fromthe quarantine pests con-cernedcerned byby China.”China.”（该该批批货货物物符符合合“阿阿根根廷廷玉玉米米输输华华植植物物检检疫疫要要求求议议定定书书”要要求求，不不带带中中方方关关注注的的检检疫疫性性有有害害生生物物。）2高粱（饲用）阿根廷非种用的高粱籽实，学名：Sor-ghumbicolor，英文名：sorghum，不做食品、种植用途。出口前，阿方应对输华高粱进行检验检疫。对符合议定书要求的，出具植物检疫证书

3、，并在附加声明栏中注明：“The consignment meets the requirementsestablished in the Protocol of PhytosanitaryRequirements for the Export of sorghum fromArgentina to China and has been inspected in orderto avoid the presence of the quarantine pests ofconcern to China.”（该批货物符合“阿根廷高粱输华植物检疫要求议定书”要求，并经过查验以避免存在中方关注的检疫性

4、有害生物。）同时，请注明出口前供货仓储企业名称及地点。阿方应事先向中方提供现行有效的植物检疫证书样本，以便高粱到达入境港口时中方核查植物检疫证书的真实性。3大豆埃塞俄比亚大豆（学名Gly-cinemaxMerrill,英文名Soy-bean)。出口前，埃塞俄比亚农业部（MOA）应对输华大豆实施检疫。对符合议定书要求的，出具植物检疫证书，并在附加声明栏中注明：“The consignment is incompliance withphytosanitary requirements described in the Protocol ofsoybean from the Federal Dem

5、ocratic of Ethiopia to thePeoples Republic of China between the GeneralAdministration of Quality Supervision,Inspection andQuarantine of China and the Min-istry of Agriculture ofEthiopia,and does not contain the quarantine pests ofconcern toChina.”同时，注明本批货物注册出口、仓储企业名称或代码。4绿豆埃塞俄比亚在埃塞俄比亚境内生产、加工的绿豆（Vig

8、中注明：“The consignment meets the require-ments established inthe Protocol of phytosanitary requirements for the export ofwheat and barley from Australia to China.”（该批货物符合“关于澳大利亚小麦大麦输华植物检疫要求议定书”要求。）同时，注明出口前供货仓储企业名称及地点。6葡萄籽澳大利亚非种用的葡萄籽，英文名：Grapeseed。澳大利亚政府农林渔业部应对输华葡萄籽进行检疫并出具植物检疫证书，证明其符合中方的植物检疫要求，还需注明具体产地

9、，并在附加声明栏中注明：“The grape seedscertificated by this phytosanitary certificate have beenthrough high-temperature treatment,with no viability,andcomplied with the requirements of Plant Quarantine Protocolon Australian Grape Seeds Exported to China signed on June20,2013 in Beijing between China and Austra

10、lia.”7花生巴西花生（Arachishypogaea L.),指产自巴西境内的脱壳花生籽实，输往用于加工，不做种植用途。对符合要求的货物，巴方应出具植物检疫证书，并在附加声明中用英文注明：“The consignment meets thephytosanitary requirements described in thePeanut Protocolfrom Brazil to China and is free from the quarantine pestsconcerned by Chi-na.”（该批货物符合“巴西花生输华植物检疫要求议定书”要求，不带中方关注的检疫性有害生物

11、。）同时，注明企业名称、注册号以及集装箱编号。如发现活虫，应在出口前进行熏蒸处理，处理指标应在植物检疫证书上注明。8玉米巴西用于加工的玉米籽实，不做种植用途（Zeamays L.，英文名Maize、Corn)。出口前，巴方必须对输华玉米进行检验检疫。对符合议定书要求的，出具植物检疫证书，并在附加声明栏中注明：“The consignment is in compliance with requirementsdescribed in the Protocol of Phytosanitary Requirements forthe Export of Maize from Brazil to

12、China and is free from thequarantine pests concerned by Chi-na.”（该批货物符合“巴西玉米输华植物检疫要求议定书”要求，不带中方关注的检疫性有害生物。）9去壳葵花籽保加利亚指产自保加利亚境内的去壳向日葵（Helianthusannuus L）籽粒。每批保加利亚输华去壳葵花籽须随附保加利亚共和国农业林业和粮食部食品安全局（BFSA）出具的官方植物检疫证书，证明其符合植物检疫要求，并注明具体产地。10玉米保加利亚非种用的玉米籽实，学名：ZeamaysL，英文名：Maize、Corn。出口前，保方应对输华玉米进行检验检疫。对符合议定书要求

13、的，出具植物检疫证书，并在附加声明栏中注明：“The consignment is in compliance with phytosanitaryrequirements described in the Protocol of PhytosanitaryRequirements for the Export of Maize from Bulgaria toChina.”（该批货物符合“保加利亚玉米输华植物检疫要求议定书”要求。）11大豆贝宁输华大豆（学名Glycinemax，英文名Soybean）是指产自贝宁，输往仅用于加工的大豆籽实，不做种植用途。出口前，贝方应对输华大豆实施植物检疫。

14、对符合议定书要求的货物，贝方应出具植物检疫证书，并在附加声明栏注明：“The consignment is incompliance withPhytosanitary Requirements described in the Protocol ofsoybean from Benin to China between the GeneralAdministration of Customs of the Peoples Republic of Chinaand the Ministry of Agriculture,Livestock and Fisheries of theRepubli

15、c of Benin，and free from the quarantine pestsconcerned by China.”（该批货物符合“贝宁大豆输华植物检疫要求议定书”要求，不带中方关注的检疫性有害生物。）同时，注明本批货物仓储企业名称或其代码。对于发现活虫的货物，应在出口前进行熏蒸处理，其熏蒸处理指标应在植物检疫证书上注明。-456-12藜麦秘鲁在秘鲁种植并加工的藜麦谷物(ChenopodiumquinoaWilld.)（包括去皮藜麦籽粒、藜麦粉、藜麦片）。每批进口秘鲁藜麦须随附秘鲁官方出具的植物检疫证书，并注明熏蒸处理的温度、时间、药剂等信息，以及附加声明栏中使用中文或英文注明：

16、“该植物检疫证书所证明的藜麦符合中秘双方于2019年6月28日在北京签署的关于秘鲁藜麦输华植物检疫要求议定书的规定。”13大豆玻利维亚输华大豆学名Glycinemax(L.)Merr.，英文名Soybean，是指玻利维亚生产，输往用于加工的大豆籽实，不做种植用途。玻方应在大豆输华前对其进行植物检疫。对符合议定书要求的货物，出具植物检疫证书，并在附加声明中用英文注明：“The consignment is in compliance with requirementsdescribed in the Protocol of Phytosanitary Requirements forthe Export of soybean from BOLIVIA to China and is free fromthe quarantine pests con-cerned by China.”（该批货物符合“玻利维亚大豆输华植物检疫要求议定书”要求，不带中方关注的检疫性有害生物。）14藜麦玻利维亚在玻利维亚种植和加工的藜麦谷物（学名Che-nopodiumquinoaWilld.）（包括去皮藜麦籽
